North Carolina requires a general contractor license from the NC Licensing Board for General Contractors for projects of $40,000 or more, and you can look up a license on the board's website. Taller walls, walls holding up a driveway or house, and walls on steep or damaged slopes may need a permit and an engineer's design, so ask who will handle that. Get a written quote that spells out the wall type, height, drainage and warranty.
